MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

January 14, 2002

7:00 p.m.

 

 

Mayor Ray opened the meeting, City Mgr. Lay gave the invocation.

 

Comm. Jones made the motion to approve the minutes of the previous meeting as received,

seconded by Comm. Vencion.  Motion was approved by unanimous vote.

 

DEPARTMENT REPORTS

 

City Mgr. Lay told the Commission that Gilbert Cole was out sick with flu.  He stated their crew

had been doing routing work. 

 

City Mgr. Lay stated there had been some lull time in the park and that Tim Mathis had been taking

his comp time.  He stated they had scheduled a 2 on 2 basketball tournament and also a rook

tournament.

 

City Mgr. Lay told the Commission he was waiting on the state approval for the Biggers line

 before installing, all materials has been purchased and awaiting approval.

 

Comm. Vencion ask about the water plant.  Attorney Gray stated that Quinn Construction’s

attorney has not gotten back in touch with him as of yet.  Atty. Gray explained to the Commission

the procedure he is going to take.   Atty. Gray also stated we needed to know two things is this

 defected and what caused the defect. Some discussion was had.

 

City Mgr. Lay stated the man from the Cable Company is suppose to call him back tomorrow.

 

Chief Wilson introduced Charles Lee White to the Commission.  Charles is the new certified

police officer that was hired.  He also told the Commission he had another certified officer that will

 start February 1st.  Both officers are post certified.

 

City Mgr. Lay gave each Commissioner a copy of a rate structure he is intending to use for

hiring certified and non-certified officers.  He explained further.

 

James F. Bundrant, Chairman of the Industrial Board, gave the Commission an update on their

meeting

that was previous to this meeting.  He ask the City to deed the property of Texas Boot to the

Industrial Board whereby they can deal with Texas Boot.  He also stated they voted on the long term

 financing but didn’t make any

decisions on the short term.

 

Atty. Gray told the Commission what had to be done.  City Mgr. Lay is to call Mark Macneme

concerning bankruptcy issue.

 

Comm. Vencion made the motion to deed this property to Industrial Board, seconded by

Comm. White.  Some discussion was had.  Comm. Vencion withdrew his motion.

 

Atty. Gray stated he would get everything before next meeting and have everything ready.

 

6A) PRESENTATION OF NEW POLICE PATCH

 

Chief Wilson gave each Commissioner a sample of the new police patch.  He told the

Commission this patch was designed by Mrs. Linda Lay.

 

City Mgr. Lay told the Commission he would like to use this logo for all of the City’s materials.

 

Chief Wilson presented a token of the City’s appreciation to Mrs. Linda Lay for her artistic work.

 

6B) ADD MEMBER TO INDUSTRIAL BOARD

 

City Mgr. Lay stated a position needed to filled on the Industrial Board from the untimely death of

Alton Ray whom was a board member.  He presented 3 names that the Industrial Board had given

him to replace Mr. Ray.  They are Loyd Howell, Jim Byrd and Gaines Ramsey.  City Mgr. Lay

explained he had talked with all three of these gentlemen and that Mr. Howell and Mr. Ramsey

stated they would be glad to serve but that Mr. Byrd declined.

 

Comm. Jones made the motion to appoint Mr. Gaines Ramsey to fill this vacancy, seconded by

Comm. Vencion.  Voted unanimous.

 

Comm. Vencion told the Commission he would like to see a Christmas light be put on the pole

to Mr. Alton Ray’s street next year.  He stated Mr. Ray had ask him about this several months ago

before his passing.

 

OPEN ITEMS

 

Comm. Jones stated he had been approached concerning putting a street light on Wayne Street

around Jim Brewer’s rental and also one close to the Funeral Home.

 

Comm. Jones ask about the tennis court lights.  City Mgr. Lay stated they are turned off now.

 

Vice-Mayor Creasy stated Paul Ary had told him he was having problems with the water to his

property again on Butler Street.

 

Comm. Vencion ask James F. Bundrant had his situation with the water drainage on Brewer been

taken care of.  Mr. Bundrant stated no.  A discussion was had concerning this.

 

Comm. Vencion ask who was responsible for the signs on the square.  City Mgr. Lay stated this

was the State.

 

Comm. Vencion ask about the City Limit signs.  City Mgr. Lay stated Ricky Skelton still hasn’t

been back in touch with him.

 

Comm. Vencion stated there was a backhoe sitting in the creek close to Hurricane Creek.

 

Vice-Mayor Creasy stated he had spoken with the people on Barlow Road and the Hickory Mill

are still burning.  He explained further.

 

Comm. Vencion ask City Mgr. Lay if had spoken with Roger’s Group concerning the poor paving job

yet.  City Mgr. Lay stated no he hasn’t.

 

Mayor Ray stated there needs to be guard rails erected at bottom of him on the curve behind City Hall.

 

Mayor Ray ask if something could be done concerning the buzzards.

 

There being no further business to come before the Commission the motion was made by Comm.

Jones to adjourn, seconded by Vice-Mayor Creasy.  Said meeting adjourned at 8:25 p.m.
