MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

October 9, 2000

7:00 p.m.

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Vencion made the motion to approve the minutes of the previous meeting as received.  This motion was seconded by Comm. Jones, voted unanimous.

DEPARTMENT REPORTS Gilbert Cole stated they had worked on the dam across creek at Water Plant.  Nickels paving will start Wednesday weather permitted.

Comm. Vencion ask about widening the road on Clifton Turnpike.  City Mgr. Lay explained.

Some discussion was had about sidewalks on Clifton Turnpike.

City Mgr. Lay stated he would like to pave the city parking lot in the back alley.

City Mgr. Lay also discussed the possibility of paving Moore Street and Hurricane Meadows.  He told the Commission that Raleigh Brewer would be the City’s paving inspector.

City Mgr. Lay told the Commission that he was going to have a meeting Wednesday at 2:00 p.m. with Quinn Construction, Volunteer Bridge and Barge, Waggoner, Sumner and Cannon concerning the Water Plant construction.

City Mgr. Lay told the Commission the City’s policy about turning on services on weekends.  He stated he had a man working weekends for emergencies only.  Some discussion was had about if we started doing cut ons and offs on weekends to charge a service charge.

Tim Mathis, Park and Recreation Director, gave the Commission a run down on the Pumpkin Harvest Festival.

Tim stated he had 12 participants for the tennis tournament to fund lights at the park for tennis courts.

Comm. Jones ask about the lights on the square.  City Mgr. Lay stated he had talked with Hal Brown with Harris Electric.  He explained further.

Tim told the Commission that the trees on the square needed to be cut away from the lights.  The feeling of the Commission was to let City Mgr. Lay and Tim handle this.

Comm. Vencion ask about the status of the tractor.  Gilbert stated we have the tractor back but it still has a popping in rear-end.

City Mgr. Lay told the Commission the City will be having a public auction Saturday October 21, 2000 at 10:00 a.m.

6D)  FIRE HALL Michael Byrd gave an update on the new fire hall.

Some discussion was had about later on building a fire hall/maintenance building combination.

6C)  POLICY ON SQUARE SOLICITATIONS Comm. Vencion stated he felt we ought to leave policy as is.  Other Commissioners felt the same.

6A)  2ND. READING ANNEXATION HWY. 13 SOUTH Comm. Vencion made the motion to pass the annexation on the second reading, seconded by Vice-Mayor Creasy.  Roll call as follows:  Comm. Jones, no, Vice-Mayor Creasy, yes, Comm. Vencion, yes, and Mayor Ray, yes.  Motion passed 3 to 1, to become effective in 30 days.

6B)  CHRISTMAS PARTY Some discussion was had concerning places to have the Christmas party.  City Mgr. Lay to check with Waynesboro Middle School.

OPEN ITEMS: Comm. Jones stated we need to think about water situation.

Comm. Vencion stated we need to do something about the Welcome to Waynesboro signs.  Some discussion was had.

Comm. Vencion ask had the new signs been put up yet.  Gilbert stated some of the signs have already been put up.

Comm. Vencion stated W. J. Shaw had called him about where to carry debris once you clean up around your residence.  Some discussion was had.

Mayor Ray ask about the double yellow lines on highway to Sportsplex.  City Mgr. Lay explained.

Mayor Ray ask about speed limit signs on 13 south.  Gilbert stated these have already been put up.

Mayor Ray told the Commission that Mike Gum had contacted him about a building for a screw shop.  He stated he needed approximately 6,000 sq. feet

There being no further business the motion was made by Comm. Vencion to adjourn and seconded by Comm. Jones.  Said meeting adjourned at 8:50 p.m.
