MINUTES OF THE REGULAR MEETING
CITY COMMISSION-CITY HALL
7:00 p.m.
Mayor Ray
opened the meeting; City Mgr. Lay gave the invocation.
Comm. Jones
made the motion to approve the minutes of the previous regular meeting as
received, seconded by Comm. Vencion, voted unanimous.
Vice-Mayor
Creasy made the motion to approve the minutes of the special meeting as
received, seconded by Comm. Jones, voted unanimous.
DEPARTMENT
REPORTS Gilbert told the Commission his
crews had been working on the gas line up Shake Rag Hill, and also still working
on the sewer rehab.
City Mgr. Lay
told the Commission they were having problems locating the owner of the Nazarene
Church where sewer line repairs needs to be done. He explained further.
City Mgr. Lay
stated he had talked with the Core of Engineers and they recommended put field
in behind gas lines at Green River Bridge and let the creek re-route itself.
Tim told the
Commission he was having the Turkey Trot this weekend.
Tim also told
the Commission about a program he had established with the Merchants purchasing
Christmas banners to be displayed around the square for Christmas. He explained
in depth the cost per banner and etc.
Chief Seitz ask
the Commission that since 13 South has been annexed if Officer Baer could take
his patrol car home.
After some
discussion Comm. Jones made the motion to leave as is, seconded by Comm. White.
Roll call as follows: Comm. Jones, yes, Comm. White, yes, Vice-Mayor Creasy, no,
Comm. Vencion, yes and Mayor Ray, no. Motion passed 3 to 2.
6A) WELL
DRILLING
Atty. Gray
stated that if it was on a landowner’s property they need to sign a form whereas
if they find anything wrong with the water they can’t hold the City liable for
anything.
Kenneth Gentry
with Miller Drilling came before the Commission and gave a run of the phases we
would have to go through.
The census of
the Commission was for Atty. Gray to check on the limit we can spend before
going out for bids, whether it be $7,500 or $10,000.

SPRINKLER SYSTEM
OPEN ITEMS:
City Mgr. Lay
told the Commission that as of January 1, 2001 the City’s dental plan would not
have a dentist locally. He stated he had been looking elsewhere and the best he
could find would be for the City to be self-insured.
Comm. Jones
made the motion, seconded by Comm. Vencion to leave as is until July. Roll call
as follows: Comm. Jones, yes, Comm. White, yes, Vice-Mayor Creasy, yes, Comm.
Vencion, yes and Mayor Ray, yes. Motion passed by unanimous vote.
City Mgr. Lay
told the Commission that he was looking into hiring another maintenance worker
to take care of paper work, maintenance work, cleaning of dog pens and etc. He
explained there was already monies appropriated in the budget for an extra
person.
Comm. Vencion
ask about the Water Plant. City Mgr. Lay stated the handrails have been
constructed and the contractor will be back this week to seal leaks.
Comm. Vencion
stated he had been contacted about the pavilions in the City park being nasty
this weekend. City Mgr. Lay explained what had transpired at the pavilion.
City Mgr. Lay
told the Commission that the Old City Hall was in desperate need of a roof.
This to go out for bids.
Mayor Ray ask if you could light the tennis courts at the park with floodlights. Some discussion was had.
There being no
further business to come before the Commission, the motion was made by Comm
White to adjourn and seconded by Comm. Vencion. Said meeting adjourned at 9:15
p.m.
