MINUTES OF THE REGULAR MEETING
CITY COMMISSION-CITY HALL
November 26, 2001
7:00 p.m.
Mayor Ray opened the meeting, City Mgr. Lay gave
the invocation.
Comm. Jones made the motion to approve the minutes
of the previous meeting as received, seconded by Vice-Mayor Creasy, voted
unanimous.
CITIZENS TO ADDRESS COMMISSION
Jim Biggers came before the Commission ask for
water service to his church on Old Hwy. 64 East.
City Mgr. Lay stated he measured this would
consist of about 3875' with material cost to run about $8,050.
A discussion was had concerning the difference in
material cost between a 2" and 6" line.
Comm. Jones ask if we had any information on the
wells yet. City Mgr. Lay stated no that Miller Drilling was in town today but
he didn’t talk with anyone concerning this.
This was tabled until next meeting so City Mgr.
Lay can get more information concerning prices.
Scott Crowe, President of the Soccer League, came
before the Commission to give an update on Soccer. He stated when he took the
President’s job he had three goals in mind. 1. Kids have a good time, 2.
Involve more parents in the organization and 3. Have a permanent place to
play. He stated he had talked with Gene Davidson and he would sell the sod at
a lower price where the $7,200 dollars that is being donated by the Wayne
County Bank for sod would cover all 4 fields.
A discussion was had concerning the water for a sprinkler system.
City Mgr. Lay stated Gilda Collie stated the
county was interested in helping and to just let them know what is needed.
DEPARTMENT REPORTS
City Mgr. Lay gave an update on the sewer plant.
He stated we stopped by-passing today. Also Miller Drilling had rebuilt one
of the pumps and installed in back into the system today. He stated we could
have all 3 pumps rebuilt, 2 installed and have one backup for just a $15,000.
He stated one pump purchase new would cost $14,000.
City Mgr. Lay stated the surveying for the lot at
Texas Boot to be done this week.
City Mgr. Lay told the Commission that Patrolman
Michael Parson was called up for active duty in the National Guard today and
could be possibly gone for 1 year. He explained the benefits, (insurance,
retirement and etc.) City Mgr. Lay ask the Commission what about the City
paying the difference in his salary with the City and what the Military pays
him.
Comm. Jones made the motion to comply with all
Federal compliments, seconded by Comm. Vencion, voted unanimous.
Chief Ric Wilson gave the Commission a report on his department. Also he gave a run down on bids received on the Police Car.

Auto Finders
Comm. Jones made the motion to accept Auto Finders
bid on the Crown Vic, seconded by Vice-Mayor Creasy, voted unanimous.
Chief Wilson showed the Commission a sample of new
police patches he would like to purchase. The Commission gave the o.k. to
purchase these new patches.
Comm. Jones ask about the pad at the new fire
hall\maintenance building. City Mgr. Lay explained.
6A) WATER PLANT UPDATE
Dick Mullins stated they filled the new basin last
Wednesday and it is operating at 600 gallons per minute. He also stated he
had some minor repairs to make.
City Mgr. Lay stated that one of the old valves
rusted and would have to be replaced. He also stated there was about 18 leaks
in this basin.
The consensus of the Commission was to turn this
over to Atty. Gray to handle from now on out.
6B) CHRISTMAS PARTY UPDATE
City Mgr. Lay told the Commission the Christmas
Party was set for December 7, 2001 at 7:00 p.m. at Bradley’s Restaurant.
6C) COPS FOR KIDS
Chief Wilson updated the Commission on the Cops
for Kids project. He stated 20 bicycles has been purchased, the kids would be
shopping at Dollar General Store and then to the Italian Grill to be fed.
This to take place on December 15th. After some discussion was had
it was decided to meet at City Hall at 9:00 a.m. to begin.
OPEN ITEMS:
Comm. Jones brought up about the traffic problem
on Helton Street with school traffic.
Atty. Gray invited everyone to the open house at
his office on November 30th. Between the hours of 11:00 and 1:00.
Mayor Ray told the Commission that South Central
Development District was having their open house on December 7th.
Comm. Jones ask the Commission if they wanted to
reschedule the second meeting in December because it falls on Christmas Eve.
No decision was made.
There being no further business to come before the
Commission the motion was made by Comm. Vencion to adjourn and seconded by Comm.
Jones. Said meeting adjourned at 8:40 p.m.
