MINUTES OF THE REGULAR MEETING
CITY COMMISSION-CITY HALL
December 10, 2001
7:00 p.m.
Mayor Ray opened the meeting, City Mgr. Lay gave
the invocation.
Comm. Vencion made the motion to approve the
minutes of the previous meeting as received, seconded by Vice-Mayor Creasy,
voted unanimous.
DEPARTMENT REPORTS:
Gilbert told the Commission they had made 2 water
connections and 2 gas connections. He also stated the concrete had been
poured at the new maintenance/fire hall building today.
Gilbert stated Quality Collision had applied for
natural gas on Hog Creek Road. He stated the main stopped at the State
Highway Department. He would like to run a 2" main on up for future use. A
discussion was had concerning the difference between a 2" main and 3/4"
service line.
Comm. Jones made the motion to let Quality
Collision has natural gas if a deal can be worked out, seconded by Vice-Mayor
Creasy, voted unanimous.
City Mgr. Lay told the Commission he had received
4 quotes for materials to run water on Old Hwy. 64 East. He stated G & C
Supply was the low quote.
City Mgr. Lay told the Commission that Miller
Drilling was not having any luck finding much water in the wells.
City Mgr. Lay told the Commission that we have two
dead end lines on Hwy. 99 that he would like to connect. This was O.K. with
the Commission.
Chief Wilson gave an update on his department.
(Couple burglaries, few speeding and a couple D.U.I.’s)
Chief Wilson told the Commission he had received a
notice from Attorney General Mike Bottom’s office concerning poker video
machines being illegal. A discussion was had concerning this.
City Mgr. Lay stated Jim Brewer with Auto Finders
had contacted him and wanted the City to go to Georgia to pick up the police
car. City Mgr. Lay stated according to the bid Auto Finders was to deliver
this vehicle but that Jim stated if they went to pick this up it would cost an
additional $300.00.
Comm. Vencion suggested calling Auto Finders and
if he wants the bid he can deliver this vehicle himself or we could go to the
next bidder which is Brennen. City Mgr. Lay to contact Jim Brewer.
City Mgr. Lay stated the survey on the land at
Texas Boot has been completed.
There is to be a meeting with their employees on
Friday at 7:00 a.m. Also Bill Whitlock had told City Mgr. Lay he would like
to meet with the Commission for supper Thursday night.
City Mgr. Lay stated he had a meeting with the
auditors on Tuesday to go over findings in the audit.
City Mgr. Lay stated the Christmas parade had been
rescheduled for Sunday December 16th. At 5:00 p.m.
OPEN ITEMS:
Comm. Jones brought up the school traffic again.
Comm. Vencion stated he thought this years paving
job was the sloppiest job ever done.
Vice-Mayor Creasy ask about the water plant.
Atty. Gray stated he talked with Don Smith with Quinn Construction and he is
to get together with him to get this settled.
Comm. Vencion ask had the City ever had any input
on the school traffic. City Mgr. Lay stated no.
A lengthy discussion was had, Chief Wilson is to
meet with Superintendent Pigg tomorrow.
City Mgr. Lay told the Commission the Lona Carr
lawsuit is over with the City being found not liable, no negligence.
City Mgr. Lay told the Commission he had spoken
with Larry Lofton with Buffalo Duck River and he is to help try to get a grant
for the rip-rapping of Green River.
City Mgr. Lay told the Commission Doug Bolitho had
left the police department and went to work with the Sheriff’s Department. He
stated the department was now short an officer. He ask the commission about
waiving the 1 year with the City where they could hire a certified officer
with starting pay of $9.50 the same as the certified officers now on the
department. A lengthy discussion was had.
Comm. Jones made the motion to waive the 1 year
and replace with 90 days to get a certified officer. A lengthy discussion
pursued.
Comm. Jones withdrew his motion.
Comm. Vencion made the motion to let City Mgr. Lay
handle this, seconded by Comm. White. Roll call as follows: Comm. Jones, no,
Comm. White, yes, Vice-Mayor Creasy, yes, Comm. Vencion, yes, and Mayor Ray,
yes. Said motion passed 4 to 1.
Comm. Jones told the Commission that what was just
voted on was not what the employee policy stated.
Atty. Gray stated that if the policy is in
conflict with the law than the policy is invalid.
The decision was made that there would not be
another meeting in December because it falls on Christmas Eve unless something
came up.
There being no further business the motion was made by Comm. Jones to adjourn and seconded by Comm. Vencion. Said meeting adjourned at 8:50 p.m.
