MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

December 26, 2000

7:00 p.m.

Mayor Ray opened the meeting, Comm. White was absent.  City Mgr. Lay gave the invocation.

Comm. Jones made the motion to approve the minutes of the previous meeting as received seconded by Comm. Vencion, voted unanimous.

DEPARTMENT REPORTS: Gilbert told the Commission they had been fixing water lines and putting out salt on the streets.  He stated they had 3 mains that had broken.  He also stated we were selling a lot of natural gas this month due to cold weather.  City Mgr. Lay stated half of our gas was locked in at $4.90 until February 2001.  He also stated right now the gas is being sold at over $6.00 per unit.

Some discussion was had concerning the new 4 lanes going in on Hwy. 64 East and West.

Gilbert ask about Alvin Creecy application for gas.  Also Sue Morris had requested gas.  This was o.k. with the Commission.

6A)  WATER PLANT CONSTRUCTION. City Mgr. Lay stated the subcontractor hasn’t been out because it was too cold and that he hasn’t talked with Dean Harrison today.  He stated Parker Holt had taken a magic marker and circled 11 leaks on the tank.  They were still waiting on the grouting man to come back to fix the leaks.

Comm. Vencion ask what kind of warranty will be given on this tank.  He suggested we needed at least 10 or 15 years.  More discussion was had concerning this.

Comm. Vencion ask about the tree that was left standing could we get someone to cut this down and then get the prison crew to clean up.

6B)  TDOT RESOLUTION City Mgr. Lay stated the State had sent him a Resolution for the Commission to sign that the City agrees with the plans to rebuild Hwy. 64 East.  He suggest the Commission wait until everything is finalized before signing.

Comm. Jones made the motion to reject Resolution until all plans are finalized, seconded by Vice-Mayor Creasy, voted unanimous.

6C)  WELL STUDY UPDATE City Mgr. Lay stated he had talked with Miller Drilling and that the geologist has been here and we should be getting the fracture study report this week.  They have located about 7 or 8 potential well sites.  City Mgr. Lay stated he and Kenneth Gentry were to look at this sites on January 2, 2001.

Vice-Mayor Creasy stated Dee Ray had talked with him about his water being muddy.  Gilbert stated the reason was because a main line had been broken.

OPEN ITEMS: Comm. Jones stated L. V. Carrington had talked with him about Joe Dixon sewer line.  Some discussion was had concerning this.

City Mgr. Lay stated the sewer repairs have not solved our problems.  He stated it boiled out again on Butler Street.  A lot of discussion was had on possible ways to solve this problem.

City Mgr. Lay stated Mike Thomasson had told him that Barge, Waggoner, Sumner and Cannon had a meter that could be put down in these manholes to detect velocity of flow.  City Mgr. Lay stated the City needed to look into purchasing one of these.  More discussion was had.

Gilbert told the Commission his workers were getting a lot of overtime and not having a chance to taken this comp time.  City Mgr. Lay to check about paying these workers out of State Street Aid.

There being no further business the meeting was adjourned.
