MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

February 28, 2000

7:00 p.m.

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Jones made the motion to approve the minutes of the previous meeting with one correction, seconded by Vice-Mayor Creasy, voted unanimous.

CITIZENS TO ADDRESS COMMISSION Melba Staggs came before the Commission to discuss the sewer problems on her rental property on Helton Street.  City Mgr. Lay explained the problem to the Commission.  He stated he offered to pay her $160.00 of the original $230.00 she has already paid.  Some discussion was had because Melba wanted the City to pay for the whole bill, which was a total of $230.00.

Comm. Jones made the motion to go along with what the City Manager had recommended to pay which was the balance of the bill minus the $75.00 for the clean out.  Vice-Mayor Creasy seconded the motion, voted unanimous.

DEPARTMENT REPORTS Gilbert told the Commission his crew had made 2 water connections, were reading meters and had done some routine clean up and repairs.

Chief Seitz told the Commission that Jackie Vandygriffe and Jeff Mathis have completed Basic Police School and that Jackie finished second overall in the school.

Mike Thomasson gave an update on the work being done at the Water Plant.  He stated that 2/3 of the floor for the settling basin has been pored and that they would probably start on the walls next week.

5A)  PERSONNEL POLICY Comm. Jones made the motion to table this, seconded by Mayor Ray, voted unanimous.

5B)  SPRINKLER SYSTEM City Mgr. Lay stated Joe Keating had received 2 bids on the sprinkler system for the 4 ballfields at the Sportsplex.

Some discussion was had about time limit and monies.  Comm. White made the motion to table seconded by Comm. Jones, voted unanimous.

5C)  WATER PLANT OFFICE City Mgr. Lay told the Commission he had done some checking on materials and etc and he thought the City could build an office for around $8,000 or less.  Some discussion was had with no decision being made.

OPEN ITEMS Comm. Jones ask about the Mack Staggs property. City Mgr. Lay explained about this issue.

Mayor Ray stated something needs to be done about the sign at J & P Variety.  It needs to be moved because people can’t see to pull out.

City Mgr. Lay gave the Commission a run of the meeting he attended today on the TML Legislative Conference.

There being no further business to come before the Commission the motion was made by Comm. Jones to adjourn and seconded by Comm. White.  Said meeting adjourned at 8:07 p.m.
