MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

March 27, 2000

7:00 p.m.

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Vencion made the motion to approve the minutes of the previous meeting as received, seconded by Comm. Jones, voted unanimous.

DEPARTMENT REPORTS In the absence of Gilbert Cole, City Mgr. Lay stated the maintenance crew had been reading meters and that we had gotten the approval from the state on the water line for Aubrey Melson.

City Mgr. Lay stated he had received 3 applications for water service,  Doug Frazier on Natural Bridge Road, Alvin Creecy on Four-Mile Board Hill Road and Denise Brown in Cantrell Lane.  These were O.K.’d by the Commission.

City Mgr. Lay stated he and Recorder Skelton had opened 2 bids on the sign grant.  They are as follows:

G & C Signs              all signs                                    $9,052.04

Comm. Vencion made the motion to take the low bid of G & C for the signs, seconded by Vice-Mayor Creasy, voted unanimous.

City Mgr. Lay stated they had a ballgame today and that they had hired Sherry Beason to run the concession stand.  He also stated they were trying to build a roster of kids to work the concession stand.

City Mgr. Lay stated he and Joe Keating have been talking about lawn mowers for the Sportsplex.  He stated they were going tomorrow to different locations to look around.

The Commission gave the go ahead to advertise for bids on the mowers.

6A)  PERSONNEL POLICY City Mgr. Lay gave a run down on the changes that have been made on the Personnel Policy.  He stated these changes have been made by MTAS according to the TCA code.

Comm. Vencion made the motion to add 3 holidays to our Personnel Policy, those being Friday after Thanksgiving, Good Friday and Veterans Day.  This was seconded by Comm. Jones, voted unanimous.

Comm. Jones made the motion, seconded by Comm. White to make all changes and bring back before the Commission.  This motion was voted unanimous.

6C)  BUDGET AMENDMENT City Mgr. Lay stated he had 4 items that needs to be added to the Budget for amendments.  Some discussion was had about public hearing and etc.  Comm. Jones made the motion to table this till next meeting, seconded by Comm. White, voted unanimous.

6D)  COMPUTER BID REQUEST City Mgr. Lay told the Commission that monies were already in this budget to purchase 2 new computers.  The Commission gave the approval to advertise for bids.

OPEN ITEMS: Terry Thompson and Paul Warren were here to address the Commission about practice fields for Dixie Youth.  This was ok with the Commission to use the Sportsplex for practice fields if they are taken care of and not destroyed.

Comm. Jones ask if a letter had been sent yet on the Hammond Ary property.  After some discussion it was decided that City Mgr. Lay send a letter to James Kelley to fix this problem by April 30, 2000.

Comm. Vencion stated he had received some calls concerning the Methodist Church property where they had done some paving.

Comm. Vencion stated he had spoken with Terry Bunch and the State had approved the Regional Water Study.

Comm. Vencion stated the City needed to get in the Three Star Community Program.  City Mgr. Lay explained the process that the City needed to go through to become a Three Star Community.

Comm. White ask again about the light pole on the square.  City Mgr. Lay stated he had spoken with Jerry Taylor today.

There being no further business to come before the Commission, the motion was made by Comm. Vencion to adjourn and seconded by Comm. Jones.  Said meeting adjourned at 9:10 p.m.
