MINUTES OF THE SPECIAL MEETING

CITY COMMISSION-CITY HALL

May 14, 2001 7:00 p.m.

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Jones made the motion to approve the minutes of the regular meeting as received, seconded by Comm. White, voted unanimous.

Comm. Vencion made the motion to approve the minutes of the special meeting on April 30, 2001 as received, seconded by Comm. Jones, voted unanimous.

Vice-Mayor Creasy made the motion to approve the minutes of the special meeting on May 7, 2001 as received, seconded by Comm. White, voted unanimous.

DEPARTMENT REPORTS

Gilbert told the Commission his crew were doing routine work.

6A)  BID OPENINGS

City Mgr. Lay opened the bids on the 2 buildings.  Those bidding were as follows:

Comm. Vencion made the motion for City Mgr. Lay to get bid tabulations and come back before the Commission at next meeting.  Motion was seconded by Comm. Jones, voted unanimous.

6B)  ANNEXATION HWY. 13 SOUTH

Comm. Vencion made the motion to pass the annexation on the final reading, seconded by Vice-Mayor Creasy, voted unanimous.

6C)  JIM BECKHAM

He had called earlier and said to take him off the agenda.  City Mgr. Lay gave the Commission a run down of this situation.

6D)  JECDB RESOLUTION

City Mgr. Lay stated this was part of the Urban Growth boundary between the Cities and County.  He stated this joint board would have to be established so the City can continue to receive grants.

Some discussion was had concerning changing the agreement concerning funding.

Comm. Jones made the motion to table this, seconded by Comm. Vencion, voted unanimous.

6E)  WATER PLANT UPDATE

City Mgr. Lay explained at last meeting it was discussed that today would be the deadline to complete items at Water Plant.

Garland Rose with Barge, Waggoner, Sumner and Cannon stated their responsibility was to serve the City of Waynesboro.  He stated if there was an error on their part they would resolve this.  He explained further.

Atty. Gray suggested City Mgr. Lay and two Commissioners get together with all interested parties and try to settle this.  City Mgr. Lay, Vice-Mayor Creasy and Comm. White to set on this committee.

RECESS FOR 10 MINUTES:

6F)  BUDGET REVISIONS

City Mgr. Lay told the Commission that Mark Godwin our CPA advised him to wait until mid June to do the budget amendments.

OPEN ITEMS:

Comm. Jones stated he had a complaint concerning HCG throwing customers trashcans and breaking off  wheels on them.

Vice-Mayor Creasy stated the yard at Bill Parker’s old house needs mowing.

Comm. White had complaints on dogs in Mink Branch.

Comm. Vencion stated the rails by C & G Auto looks good.  He wanted to know who were to be doing the rails on Clifton Turnpike by the bank.  City Mgr. Lay stated he was looking for someone else to do these.

Comm. Vencion ask if anyone had heard the rumor that Texas Boot had filed bankruptcy.  City Mgr. Lay stated he had spoken with Tom Holland and that they did have a cash flow problem but they are not closing down or leaving town.

Comm. Jones ask about the agreement on the wells.  City Mgr. Lay stated Atty. Gray had given him the agreements and he explained what they consisted of.

There being no further business to come before the Commission the motion was made by Comm White to adjourn and seconded by Comm. Jones.  Said meeting adjourned at 9:30 p.m.
