MINUTES OF THE SPECIAL MEETING

CITY COMMISSION-CITY HALL

May 28, 2001 7:00 p.m.

 

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Jones made the motion to approve the minutes of the previous meeting as received, seconded by Comm. White, voted unanimous.

DEPARTMENT REPORTS

Tim Mathis, Park Director gave the Commission an update on the Sportsplex.  He stated they had installed a tile at the service road to the entrance, made the ditch wider with backhoe, and also working on the baseball field.  He stated the District and State tournaments will be held at the Sportsplex in July and that the state men had been down and looked at the field and were very impressed.

Gilbert gave an update on the Gas inspection from Tennessee Regulatory.

Mayor Ray stated something needs to be done to the stop sign on Taylor Street.

City Mgr. Lay gave the Commission an update on the rumors going around about the firing of James Davis.

BUILDING BIDS

City Mgr. Lay told the Commission after studying the bids that Doss Brother out of Lawrenceburg was the low bid on both buildings.  He stated he checked the references given by Doss Brothers and everyone gave them a good reference.  City Mgr. Lay stated all bid prices were for 6 months and that he hoped to be able to award the bid after July 1.

JECDB

City Mgr. Lay gave an update on the changes to the language on the Resolution.  He stated they changed it to read that the budget has to be approved by all 3 Cities Commission.

Comm. White made the motion to pass the Resolution, seconded by Vice-Mayor Creasy, voted unanimous.

OPEN ITEMS:

City Mgr. Lay stated he had talked with John and Sherry McDonald and they wanted it in the contract that if they ever wanted water the City would give them a free tap and service but not have to pay a utility bill.

City Mgr. Lay stated the City could purchase the Kea property for $250,000 for entire property.  Comm. Jones ask if they would give us permission to drill and City Mgr. Lay stated yes.

Comm. Jones ask if the Board of Education had decided anything about the widing of Helton Street.  City Mgr. Lay stated Jerry Pigg still hasn’t got back with him on this.

Mayor Ray stated we needed to contact Harry Floyd to get his lot on Edwards Street mowed.  He stated Ms. Evelyn Brewer couldn’t see backing out of her drive.

Mayor Ray ask about the meeting that was held with Quinn Construction before the meeting.  Comm. White stated basically Volunteer Bridge wants their money.

A lengthy discussion was had concerning designs, lawsuits and etc.

Comm. Jones made the motion to get an independent firm to check the design not to exceed $5,000, seconded by Vice-Mayor Creasy, voted unanimous.

There being no further business to come before the Commission the motion was made by Mayor Ray to adjourn and seconded by Comm. White.
