MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

June 26, 2000

7:00 p.m.

Mayor Ray opened the meeting, City Mgr. Lay gave the invocation.

Comm. Jones made the motion to approve the minutes of the previous meeting as received, seconded by Comm. Vencion.  Said motion was voted unanimous.

DEPARTMENT REPORTS Gilbert Cole stated they had been doing routing work.  They have made a 2” water connection for Dixie Linen and also make 2 other water connections.  He also stated they had recently gotten the new maintenance truck.

City Mgr. Lay stated the Brian Milam murder trial started today and they were picking the jury now.

City Mgr. Lay reminded the Commission about the Fireworks Show, Saturday July 1, 2000 in the Texas Boot parking lot.  Some discussion was had concerning parking.

A discussion was had concerning Vice-Mayor Creasy.  He had been transported to St. Thomas Hospital in Nashville.

MUTUAL AID AGREEMENT Mayor Ray told the Commission that Atty. Gray had reviewed this agreement and stated that the City would be held liable for our officers.  City Mgr. Lay to get in touch with TML and see if they are o.k. with this.

BUDGET Comm. Jones made the motion to operate on the 1999-2000 budget until our 2000-2001 budget can be passed.  This motion was seconded by Comm. White and voted unanimous.

Comm. Jones made the motion to table the new budget until we find out what the state is going to do about sales tax.  This motion was seconded by Comm. White and voted unanimous.

OPEN ITEMS City Mgr. Lay stated we have had a lot of non-compliance on the sewer repairs.  He stated that only ½ of the people have contacted him and about ¼ have made the necessary repairs.  These people had until June to do these repairs.

City Mgr. Lay ask the Commission did they want him to send out another letter?  The Commission agreed to contact all citizens who have not complied with another letter stating the mandate and consequences.

Discussions was had concerning the overflowing of manholes when it comes a hard rain.

Comm. Jones stated Paul McWilliams had ask about his driveway.  He stated that when the sewer line was slip lined the tile in his driveway must have gotten clogged up and water was coming in on his car porch.

Comm. Jones stated Paul McWilliams had ask would the insurance company pay for fixing the floor in his bathroom.  Some discussion was had.

Comm. Vencion ask about Wayne Street on running school buses.

City Mgr. Lay stated he had talked with Jerry Pigg about this last week.  More discussion was had with the decision of the Commission being to write a letter to the Board of Education opposing this traffic.

Comm. Vencion ask what the deadline on the Water Plant construction was.  City Mgr. Lay stated July 7, 2000.

Comm. Vencion stated that he and City Mgr. Lay had attended a luncheon today about Relay for Life.  He stated they were trying to come up with ideas to raise money.  This to take place on August 18, 2000 and their goal this year was $15,000.

Mayor Ray stated he had complaints about speeders on Hurricane Creek Road.

Comm. Vencion ask if the Policemen that live in the City are taking their Police Units home.  City Mgr. Lay stated yes.

Comm. Vencion ask about a new police officer.  City Mgr. Lay stated that we are no longer taking applications and that only 2 applicants that had applied were certified.

There being no further business to come before the Commission the motion was made by Comm. White to adjourn and seconded by Comm. Jones.
