MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

August 13, 2001 7:00 p.m.

 

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Jones made the motion to accept the minutes of the previous meeting as received, seconded by Vice-Mayor Creasy, and voted unanimous.

CITIZENS TO ADDRESS COMMISSION

Hoyt Haddock came before the Commission requesting they consider annexing his property inside the City limits.

James F. Bundrant came before the Commission concerning the water drainage from the Assisted Living project.  He stated he supports this project whole heartily but he is very concerned about the water flow generated from this project.  There was some damage to his property, his mother’s property and Robert Dixon’s property in the last big rain.

Comm. Jones ask if they had a design plan on the drainage yet?  City Mgr. Lay stated yes and then explained further.   There was more discussion had concerning this and also there will be a meeting tomorrow with the architect and contractor at 10:00 a.m.

DEPARTMENT REPORTS

Gilbert stated his crew had made one water connection and repaired two water main breaks.

Gilbert stated that recently a contractor had torn up a 2” water main on Pine Street.  He stated there was a law that you were suppose to call before you dig.  Some discussion was had about relocating this main line and also billing the contractor for the damage.

Gilbert also stated a contractor had damaged the street on Michael Drive.

Chief Seitz stated a police vehicle had been involved in an accident and that the Insurance adjusted was here today.  He is to get estimates on fixing this vehicle.

Chief Seitz told the Commission that Officer Jeff Mathis was now a certified SRO Officer.

Chief Seitz suggest load limit signs be erected on Wayne Street, Walnut Street, and Green River Drive.

Chief Seitz stated he had hired Keith Reeves as our new Police Officer.  Keith is a certified officer.

6A)  WELLS

City Mgr. Lay stated the City had two completely signed agreements on the drilling right of wells.  They are the McDonald property and Kea property.

6B)  WATER PLANT UPDATE

City Mgr. Lay gave the Commission a copy of the letter on the results from LD & A concerning the architect design on the water plant.  The letter states that B, W, S, & C design met all minimum criteria.

6D)  BUDGET

City Mgr. Lay told the Commission the State had finally adopted their budget and that the City would not be loosing any monies.

OPEN ITEMS:

There will be a special meeting August 20, 2001 to discuss the Water Plant further.

Comm. Jones ask why we did not pave a portion of Moore Street.  City Mgr. Lay explained this was a private drive.

Comm. Jones stated Edward Brewer had talked to him about the delivery trucks at Piggly Wiggly blocking Anderson Street.  Chief Seitz explained the problem and what has been done concerning this.

Comm. Vencion ask about the prison crew.  The answer was they were back in service today.

Comm. Vencion ask about the situation on Hill Street.  Chief Seitz explained the situation.

City Mgr. Lay told the Commission that the City’s building permits did not cover dirt work and that we needed to be thinking about this.

City Mgr. Lay stated the City would be taking applications in September for Home Grants.

City Mgr. Lay stated we had received 47 applications for the position of general clerk.

Comm. Vencion stated Clara Hicks had ask him about hooking up on the City sewer.  Her property is just outside the City limits.  Gilbert to talk with William (Jug) Hicks.

There being no further business the motion was made by Comm. Jones to adjourn and seconded by Comm. Vencion.  Said meeting adjourned at 8:55 p.m.
