MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

August 14, 2000

7:00 p.m.

Mayor Ray opened the meeting with City Mgr. Lay giving the invocation.

Comm. Jones made the motion to approve the minutes of the previous meeting as received, seconded by Vice-Mayor Creasy, voted unanimous.

DEPARTMENT REPORTS Gilbert stated they had made a water connection on Hwy. 64 west, replaced gas line on McWilliams Street, were still changing out water meters and the rest was just routine work.

City Mgr. Lay gave an update on the Water Plant.  He stated the blocks were laid, roof on, piping done and that they had started the electrical on the new office.

He stated they should complete the installation of the drain in the lagoon tomorrow, then they will start on repairing leaks to the tank.  He also gave a run down on the error the engineers had made with the plans.  Some discussion was had with the decision of the Commission to wait and see what Barge, Waggoner, Sumner and Cannon comes up with.

GAZEBO LEASE City Mgr. Lay stated he had spoken with Glen Trammel about the lease between the City and the Belew Heirs on the Gazebo property.  This was tabled until they have a copy of the lease.

LEASE FOR TENNESSEE APPAREL Attorney Gray had looked at the lease and suggested a couple of changes.

Comm. Jones made the motion to approve the lease agreement with Tennessee Apparel provided the changes are made, seconded by Comm. Vencion, voted unanimous.

OPEN ITEMS Comm. Jones questioned the Civil Defense filling up their tankers when we have ask to conserve the water.  City Mgr. Lay stated he had been told they were filling pools outside the City and we are not getting any revenue from this.

Comm. Jones stated the hydrant needs to be moved on Helton Street at the new school.

Comm. Vencion stated the hydrant at the Kea property was leaning.

Comm. Jones stated he found out that we could definitely buy the Kea property but that he had to do some further checking on the Jones property.

Comm. White ask about Paul McWilliams property.  City Mgr. Lay explained his conversation with Joey Butler.

Vice-Mayor Creasy stated Guy Buchanan had talked to him about the ditch beside his house running over into his garden.

Comm. Vencion ask when the lease would be up with Charter Communications.  City Mgr. Lay stated 3 or 4 years.

Comm. Vencion stated something needs to be checked out on Cauldwell about the mowing of the state highways.  City Mgr. Lay to check this out.

Comm. Vencion stated he would like to see the old city hall/fire hall repaired and possibly making a museum out of this.

A committee was formed to negotiate the lease on Southeastern Greenhouse.  Comm. Vencion, Comm. Jones and Comm. White to serve on this Committee.

A discussion was had about the crossties on the parking lot at the Sportsplex.

BUDGET City Mgr. Lay explained his scale he had given the Commission on the raises.

After a lengthy discussion the motion was made by Comm. Jones to approve the Appropriation Ordinance, seconded by Vice-Mayor Creasy, voted unanimous.

Comm. Jones made the motion to approve the 2000-2001 budget on the first reading, seconded by Comm. White, voted unanimous.

There being no further business to come before the Commission, the motion was made by Comm. White to adjourn and seconded by Vice-Mayor Creasy.  Said meeting adjourned at 11:10 p.m.
