MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

August 28, 2000

7:00 p.m.

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Mayor Ray opened the Public Hearing on the 2000-2001 Budget.

Mayor Ray closed the Public Hearing on the 2000-2001 Budget.

Comm. Jones made the motion to approve the minutes of the previous meeting as received, seconded by Vice-Mayor Creasy.  Said motion was approved unanimously.

DEPARTMENT REPORTS Gilbert told the Commission they were still working on the sewer rehab, and also winding up with meter reading.

Gilbert stated Leonard Martin has asked for a water connection on Green River Road.  Some discussion was had about water level.  The final consensus of the Commission was to let Mr. Martin have the water connection.

City Mgr. Lay gave an update on the water plant.  He stated the leaks have been cut out and plugged.  He explained further.  He also stated we were to pour the floor for the new office this week.

Comm. Vencion told the Commission about a program the Police Department was involved in concerning gunlocks.  These locks would be distributed 2 per household.

Chief Gobbell stated they were down to 1 fire truck.  He explained that the motor blew up in one of the trucks.

Comm. Jones made the motion to accept the bid from Caterpillar in Camden on the motor for the fire truck, seconded by Comm. Vencion, voted unanimous.

8A)  POLICE POLICIES Comm. Jones made the motion to adopt the Police Policies manual, seconded by Comm. Vencion.  Said motion was voted unanimous.

8B)  LEASE ON SOUTHEASTERN Comm. Jones made the motion to let City Mgr. Lay handle the lease with Southeastern, seconded by Mayor Ray, voted unanimous.

8C)  GAZEBO LEASE City Mgr. Lay explained his conversation with Mr. Tremmell.  Atty. Gray recommended not changing the lease to leave as is.

8D)  2000-2001 BUDGET Comm. Jones made the motion to adopt the Appropriation Ordinance on the final reading, seconded by Comm. Vencion, voted unanimous.

Comm. Jones made the motion to adopt the 2000-2001 Budget on its final reading, seconded by Vice-Mayor Creasy, voted unanimous.

8E)  BID OPENING BACKHOE City Mgr. Lay stated he had received 3 bids, they are as follows:

     United Equipment   (case)                   $63,033.57     90 hp

     Warrior Tractor (john Deere)                  62,390.00      90 hp

                                                               55,554.00      80 hp

                                                               52,309.00      70 hp

 

     Thompson Machinery (caterpillar)          58,760.00      80 hp

Comm. Jones made the motion to go with the low bid of Warrior Tractor on the 80 hp John Deere for $55,554.00, seconded by Comm. White, voted unanimous.

OPEN ITEMS: Comm. Vencion stated repairs needs to be made on the City of Waynesboro signs.  Some discussion was had concerning this.

Comm. Vencion ask about the sidewalks.  City Mgr. Lay stated this had already gone out for bids and will be opened at the next meeting.

Comm. Vencion ask about paving, was South High Street on this list.  City Mgr. Lay explained further.

Comm. Vencion ask the status on the Carr and Cole lawsuits.

Comm. Vencion stated Gov. Wilder would be in town Tuesday at 7:00 p.m.

Mayor Ray explained rumors going around about Soccer.  City Mgr. Lay explained.

Mayor Ray ask the status on lights at tennis courts.  City Mgr. Lay explained he had been trying to get a meeting with gentleman at TVEC.

There being no further business to come before the Commission, the motion was made by Comm. White to adjourn and seconded by Comm. Vencion.  Said meeting adjourned at 8:40 p.m.
