MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

September 11, 2000

7:00 p.m.

Mayor Ray opened the meeting, City Mgr. Lay gave the invocation.

Comm. Vencion made the motion to approve the minutes of the previous meeting as received, seconded by Vice-Mayor Creasy, voted unanimous.

DEPARTMENT REPORTS: Gilbert stated they have been doing routing work and also the new backhoe has been delivered.

Gilbert stated they were still working on sewer repairs.  A discussion was had concerning some customers who have not even attempted their repairs.  The consensus of the Commission was to write a letter give them 15 days to comply, then if not shut off their water.

Gilbert told the Commission that the tractor and mower were not satisfactory and the warranty is about to run out.  He stated McHenry Tractor has been down several times to fix items that weren’t working properly.  City Mgr. Lay explained to the Commission the problem with the mower.

The consensus of the Commission was to have Atty. Gray send McHenry a letter concerning this, also City Mgr. Lay to check into trading both tractor and mower in on something else.

Chief Gobbell stated the fire truck was back and running good.

City Mgr. Lay stated that soccer went over real good this past weekend. 

8A)  ANNEXATION Comm. Vencion stated that for the City’s protection we ought to annex the right of way and City’s property on Hwy. 13 South.  This is excluding Sue Hickman’s property.

Comm. Vencion made the motion to annex the right of way and also the City’s property, namely the Sportsplex and Southeastern Greenhouse building.  Seconded by Mayor Ray.  Roll call vote as follows.  Comm. Jones, no, Comm. White, no, Vice-Mayor Creasy, yes, Comm. Vencion, yes and Mayor Ray, yes.  Motion passed 3 to 2.

8B)  POLICE CAR SPECS City Mgr. Lay had given each Commissioner a copy of proposals from different places on police cars.  After some discussion the decision was to run advertisements of bids to be opened at next meeting.

8C)  BID OPENING SIDEWALKS City Mgr. Lay stated he had received 3 bids on the sidewalks.  They are as follows:

Pulley’s Construction (bid had been received late)        $9,545.00

G & G Construction                                                   $9,981.00

Davis Builders                                                          $16,120.00

Comm. Jones made the motion to accept the bid of G & G Construction, seconded by Comm. Vencion.  Said motion passed by unanimous vote.

City Mgr. Lay told the Commission his next priority for sidewalks would be Hwy. 13 South.

OPEN ITEMS Comm. Jones stated that he, Dean Harrison and City Mgr. Lay had looked at the property on Hwy. 13 South and that we needed to wait until Dean gets a report before we do anything.

Vice-Mayor Creasy ask again about the street light on J. W. Ray Drive.  City Mgr. Lay read the language used in the annexation plan for this area.  He explained we would have to install at least 3 poles to this residence.  City Mgr. Lay to get a cost estimate from T.V.E.C. on installing poles.

Comm. Vencion ask about the paving.  City Mgr. Lay told him advertisement for bids will be in the paper this week.

Mayor Ray ask about the TEAC meeting in Gatlinburg.  City Mgr. Lay explained the details.

There being no further business to come before the Commission the motion was made by Comm. White to adjourn, seconded by Comm. Jones.  Said meeting adjourned at 8:1- p.m.
