MINUTES OF THE REGULAR MEETING

CITY COMMISSION-CITY HALL

September 25, 2000

7:00 p.m.

Mayor Ray opened the meeting; City Mgr. Lay gave the invocation.

Comm. Vencion made the motion to approve the minutes of the Public Hearing as received, seconded by Vice-Mayor Creasy, voted unanimous.

Comm. Jones made the motion to approve the minutes of the previous meeting as received, seconded by Comm. Vencion, voted unanimous.

CITIZENS TO ADDRESS COMMISSION Loyd Webster came before the Commission to ask about taking up money on the public square for the Band.  Some discussion was had with the decision being the Commission were to talk with the Board of Education concerning this.

DEPARTMENT REPORTS Gilbert stated they had made a 2” water connection for the State Highway Department, doing routine work, still working on sewer rehab and also started reading meters this week.

City Mgr. Lay stated the Pumpkin Harvest Festival would be October 21, 2000.

City Mgr. Lay stated Lee McHenry had picked up the tractor.

City Mgr. Lay stated Tennessee Apparel would open Monday October 2, 2000.  He stated Van Hilleary would possibly be here for grand opening.

Chief Seitz stated he received a letter today stating we were turned down on the SRO grant.

6A)  2ND. READING ANNEXATION City Mgr. Lay wanted to make sure everything is legal before the 2nd. Reading is passed on.  This was tabled until next meeting.

6B)  POLICE CAR BIDS City Mgr. Lay stated he only had one bid. 

Clint Brannen Ford Motor Company                    $20100.00

            Left spot light                                             180.00

            Total per vehicle                                    $20280.00

Comm. Jones made the motion to accept Clint Brannen bid with light bar equipment added to cover 3 vehicles.  The total being $68,500.00, seconded by Comm. Vencion, voted unanimous.

6C)  PAVING BIDS City Mgr. Lay stated he received 3 bids for the paving of City streets.  They are as follows:

     Nichell                                            $34.95 per ton

     Columbia, Tn.  38401

 

     Rogers Group                                   36.00 per ton

     Lawrenceburg, Tn.  38464           

 

     Enviroworks                                     44.60 per ton

Comm. Jones made the motion to accept the low bid of Nickel from Columbia, seconded by Comm. White, voted unanimous.

OPEN ITEMS Comm. Jones stated that Sue Webb wanted to be put on the web page.  City Mgr. Lay stated they were still working on this.

Comm. Jones question the sale tax the school was getting.  City Mgr. Lay explained.

Comm. Vencion ask about the water plant.  City Mgr. Lay stated he had received one letter that had been approved on the dam.  City Mgr. Lay stated they have gone back and resealed the basins and also the walkways are being fabricated.  City Mgr. Lay stated the office was almost completed.

Comm. Vencion stated we needed to put the Fire Department on the next meeting agenda to talk about a new fire hall.

Comm. Vencion ask that when we started painting the water tanks would we look into putting advertisements for businesses on these.  He stated he had been approached by Randy Morris concerning this.

Comm. Vencion stated he had heard McDonald’s had bought out Hardees.  City Mgr. Lay stated this was true.  He stated they had been in today to purchase a building permit to add on to existing building.

Mayor Ray stated we need to put up speed limit signs on Hwy. 13 South.  City Mgr. Lay to get this taken care of.

City Mgr. Lay gave a run down of a fax Dean Harrison had sent him on the excavation of a 20-acre lake.  He explained further.

There being no further business Comm. White made the motion to adjourn and seconded by Comm. Jones.  Said meeting adjourned at 8:30 p.m.
